Handlers for non-API HTTP requests, e.g. pages under /docs/…, media under/files/…

(These class implementations are decoupled from any HTTP request/response object model. HTTP transaction details are currently implemented by JSP files in src/main/jsp/)

Class	Description
Agreement	Provides CRUD operations for the agreement.html file, which is the license agreement that users agree to the first time they log in.
Doc	Provides CRUD operations for all files/directories under /doc/*.
Files	Provides checked access to media files under the "files" directory.
